Imported Vehicles

Under the Imported Vehicle Safety Compliance Act, vehicles are exempt from U.S. Federal Motor Vehicle Safety Standards (FMVSS) once they are 25 years old from the date of manufacture. This means a 2001 Japanese-market vehicle becomes legal to import in 2026. The import requires a CBP Form 7501, EPA Form 3520-1, and DOT Form HS-7. Use a licensed customs broker for the paperwork.

Typical cost breakdown: auction price in Japan ($3,000–$30,000), domestic Japan transport to port ($300–$600), ocean freight ($1,500–$3,500), U.S. customs duties (2.5% for passenger cars), customs broker fees ($400–$800), and a compliance inspection to confirm the 25-year exemption. Total import overhead typically runs $3,000–$5,000 above the purchase price.

Confirm the import date and verify the title shows the correct country of origin. Check that the odometer was converted from kilometers to miles correctly. Inspect for JDM-specific quirks: right-hand-drive mirror positions, different switch layouts, and metric fasteners. Ensure all emissions equipment was not removed during import. Request the import documentation chain (auction sheet, customs entry, title).

All 50 states allow 25-year-rule imports for private ownership and driving, but some states restrict their use on public roads or require additional inspections. California requires a BAR referee inspection for vehicles that don't meet CARB standards. Illinois and a few other states have specific registration requirements for RHD vehicles.
